Does Seihou and Touhou exist in the same universe? i mean, is Seihou the outside world from gensokyo?
No confirmation but Seihou 1 Shuusou Gyoku had a path from the West to East (EX Stage). Kioh Gyoku (Seihou 2) and Banshiryuu (Seihou 3) are still possibly part of the same universe, but really far into the future, it's unknown that Reimu and Marisa would be still alive, Youkais and other non-human forms are most likely to be alive.

So is it still possible to play these games?
It is, actually. If by how they work on computers, I think Shuusou Gyoku and Kioh Gyoku can play on say, Windows 7 computers. Both versions of Banshiryuu definitely can. If by you mean getting these games, you'll have to download them, there are sources, and if you need them, I can link you to the few sources where one can download the Seihou Project games.
